The New York Times pulling together architects such as Rem Koolhaas and Zaha Hadid comes up with a much more imaginative plan for Ground Zero, and its environs. The core of the idea: put West Street underground, turn the space into a tree-lined boulevard, and build a string of residential, office and cultural buildings along the center of the axis.
