According to New Yorkish:

The New Yorker reported several weeks ago that the city was spending close to $30 million to replace the Walk/Don't Walk signs with fancy LED units that are wordless and rely on symbols. (Apparently, the city is conforming with a standard set by the federal government to make things easier for tourists.) What the city probably didn't count on was that the new crosswalk signs could be so easily turned into an upturned middle finger with the help of a few stickers. But it's been happening all over town.
