I'd call it semi-shitty at best.
That $200m directed at those two facets of the university means they can redirect some (or all!) of the existing funds going to those areas to other areas.
Unless, of course, there's something in the agreement barring the university from fiddling with their budget in that sort of way.
Oh we could go all day coming up with more worthy uses of that guy's $200m.
I dunno about you but I have more productive things to do with my time. :)
As a current umich student, I can tell you even the business school students I know think this is stupid. I don't think anyone earnestly believes the business arts need more research capital. We also have the 3rd largest non-nascar stadium in the world so I think our athletics department is doing fine.
