At least 16 people have been killed in flash flooding around the French Riviera, the Associated Press reports. Three people are still missing. “It’s not over,” President Francois Hollande said during a visit to a flooded retirement home in the town of Biot on Sunday.

Nearly 7 inches of rain in 2 hours—the equivalent of two months’ rainfall—on Saturday night unleashed some of the worst flooding the region has ever seen and leaving 27,000 homes without electricity.

Three of those killed in the flooding had been living at the retirement home Hollande visited on Sunday. Another was killed on a road in Cannes, Agence France-Presse reports. Local officials said five people died trying to park their cars and three people drowned when their car was trapped in a tunnel.
