Secretary of State John Kerry might understand global diplomacy, but the neighborhood social contract? Not so much.
Now Kerry owes the City of Boston a pretty penny—$50, to be exact—for leaving his sidewalks a goddamn mess while he was "out of the country" at a "state funeral" for a "king."
He promised through a spokesperson to pay the fine right away, but then again, that's what they all say.
