The New York Times' list of New Year's Resolutions from NYC notables included calls to help the poor, improve transportation, fund education, and bolster the city's image. Then there was evil billionaire plutocrat and opulent party-thrower Stephen Schwarzman's suggestion:

I think New York should try to create a tax regime for foreign citizens domiciled in the city to have it comparable to the tax treatment of similar people in London. What happens in London is that foreigners, other than Americans, don't pay taxes there in any degree and don't pay taxes in their own home country either, so it's basically a tax-free zone. If we had a similar regime here in New York, we could attract the best and brightest from outside the United States.
