Feeling a little jumpy around the NYPD lately? Worried they might use their new surface-to-air missile technology to take out a mouthy Gossip Girl star? Well, fret not. Only Mayor Bloomberg could make the final call for an air strike.

"The mayor makes the final decision," Police Commissioner Raymond Kelly told a City Council hearing Thursday.

Also, it's worth noting that the weaponry is only enough to take down a small plane like a crop-duster, not a passenger jet.
