Bank of America's web site has been intermittently down today, which happens to be one day after the company announced a new policy of charging customers for the right to access the money that they gave to Bank of America (think of it as a negative interest rate).

The bank claims that the two are unrelated, telling a Charlotte, N.C., TV station that the outage is technical and began on Monday, before BofA's new $5-per-month debit card usage fee was announced. And none of the usual Anonymous suspects seem to be taking credit. But the timing is awfully suspicious. If you know if any hijinks are involved, let us know.
